Storm water does not behave like a pipe leak. It crosses yards and driveways first, so by the time it reaches a garage or a ground floor room it carries dirt and bacteria, and it is treated as Category 3 water.
What recent storms put down
Poway averages about 14 inches of rain a year, mostly in winter. A late storm in May 2015 put nearly an inch on the city, and the multi-day storm of early February 2024 put 2.61 inches on it, according to totals reported February 7, 2024.
Mud first, then the structure
Silt left behind dries into a crust that traps moisture, so it is shoveled and vacuumed out before any drying equipment is set. Carpet, pad and drywall that stood in the water are usually removed, much as in water extraction.

- Soaked pad and carpet bagged out
- Surfaces scrubbed and disinfected
Drying after the mud is gone
Dehumidifiers and air movers run behind containment where needed, and desiccant units handle slabs and tight spaces. Readings continue until framing and subfloor match dry areas, and the file with photos goes to the adjuster.
If the water came up through drains instead, the job follows the sewage backup protocol.
